Regional Security Adviser

Role and responsibilities:
The Regional HSS Adviser serves as a technical resource on health, safety, security risks, and crisis management within the Middle East region. The position holder provides technical support, guidance, and advice to the Country HSS Managers and any other HSS staff as required.
Generic responsibilities:
Compliance and adherence to NRC policies, guidance, and procedures.
Provide strategic advice and technical support to the Country Offices in the region on HSS.
Support and monitor compliance with the HSS handbooks and NRC policies, and respective quality assurances.
Provide control checks to the Country Offices (COs) to ensure compliance to the HSS policies, pre-agreed through travel visits to the country offices.
Contribute to the development of policies, strategies, tools and new approaches, with a focus on innovation and piloting.
Ensure that best practices are identified, documented and disseminated both within the region and beyond.
Provide capacity development across Country Offices in the region and the Regional Office.
Provide regular HSS analysis and reports.
Specific responsibilities:
Act as the technical reference/resource for security within the region. Review and provide feedback to country HSS teams on all security products (plans, reports, assessments etc.) to ensure they comply with NRC standards.
Support country offices and the regional office to implement the NRC HSS policy. Follow-up on compliance issues raised by the Compliance Unit, T-reporting, and management. Conduct reviews field visits and training to address compliance gaps.
Technical guidance on specialised issues such as humanitarian access, negotiations, analysis, and risk management upon request.
Contribute to advancing regional shared initiatives with other departments (HR, Risk and Compliance, Programme, etc.)
Deploy to support country crisis teams within the region upon request and contribute to the development of crisis management capacity within the region.
Maintain a general overview of the security context within the region and brief regional management on key security development and emerging threats within the region upon request.
Train and mentor new security staff across the region on NRC’s policy and systems relating to risk assessment, day-to-day operational security, and crisis management. Oversee and support the capacity building programme for security staff throughout the region, to ensure continued professional development with a view to nationalisation where practicable.
Facilitate dialogue and sharing of best practices between HSS staff across the region on matters related to security.
Support in developing and implement the regional security training package for all staff on safety and security.
Act as a Security Focal Point for MERO and SRO staff based in Jordan, ensuring compliance of MERO HSS systems with global minimum standards.
Provide inductions and security briefings to new joiners, staff and visitors to the regional office. Ensure HSS core documents, contacts and procedures are up to date and accessible to all and that relevant security updates are timely shared.
Represent NRC MERO HSS department in internal and external fora and meetings upon request.
Act as interim Regional Head of HSS in its absence.
Act as main focal point for all administrative department issues (procurement, logistics, workshop arrangements, etc.).
Provide support on any other matter deemed within the remit of the role as directed by the Regional Head of HSS.

Competencies:
Competencies are important in order for the employee and the organisation to deliver desired results. Competencies are relevant for all staff and are divided into the following two categories:

These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies for this position:
Minimum 3 years of experience from working as a senior Security or Risk Manager in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Context related skills, knowledge and experience:
Minimum 5 years of experience with non-profit, NGO or international organizations in international humanitarian assistance programmes, with demonstrated capabilities in high-risk security environments
Previous experience in delivering training and capacity building activities
Advanced report writing
Demonstrated experience in crisis management
Advanced knowledge of risk management and best practice specifically in relation to humanitarian security management
Demonstrated understanding of humanitarian principles, codes of conduct, and NGO organizational culture
Experience in risks management for implementing partners and remote management
Good understanding of humanitarian access and humanitarian programme implementation
Familiar with the concept of Duty of Care and its principles
Work experience at regional level
Knowledge of regional geopolitical contexts, including North Africa
Knowledge of Arabic is an asset
