The OCA MENA Regional Office aims to support MSF OCA operations in MENA region and ensure an institutional presence of OCA in MENA. The Office is based in Amman and manages a team in Tunis.
The OCG Amman office includes a Middle East Support Office (MESO) aiming at supporting MSF OCG operations in the region and the Cell 5 (Cell Amman) responsible for OCG Lebanon and Iraqi missions..

Support Office Manager
Amman based (MSF Amman office)
Position within the organisation
With the aim of ensuring mutualization of resources in Amman regional offices, MSF OCA and OCG sections are building up a common “Support office” to ensure adequate administrative, financial, human resources, Logistic, and IT management. The Support Office Manager is hierarchically reporting to the Head of OCA MENA Regional Office, and functionally for all accounting/financial processes to the Accountancy Responsible in the Finances Department in Amsterdam, for all HR and administration; he/she will be functionally reporting to the senior HR advisor in Amsterdam. The support Office is managing in terms of HR, admin and Finance, three different entities, OCA MENA Regional Office, MESO OCG Middle East Office, and OCG desk in Amman. The Support Office Manager is managing a team of 4 colleagues.
Objectives of the position:
• In collaboration with the Head of Offices, the Support Office Manager will be responsible for defining and implementing the resources (human, financial and material) needed to support the functioning of the OCA and OCG Amman regional offices.
• Ensuring the pertinence and coherence of the HR, Financial and Administrative activities and the compliance to MSF standards and protocols in order to enable the development of OCA and OCG regional offices in good working conditions and provide good quality and appropriate resources management.
Main responsibilities:
In the initial set-up phase of the Support Office and in collaboration with OCA and OCG Management Teams, the Office Manager will be responsible for:
– Assessing the needs of OCA Regional Office, OCG MESO and OCG Cell in order to integrate them in the office plan and structural set-up
– Organize the recruitment, integration and induction of the team and take responsibility for its management, supervision and development.
– Coordinate the finalization of the polices, guidelines, tools and software to be used by the Support Office
– Clarify the reporting and communication lines (internally and externally)
– Create a dedicated platform for recruitments managed in Amman
Once the Support Office will be set-up, the Office Manager will be responsible for:
• Participating in the development of the regional offices administrative, financial and human resources, the Strategy and the Annual Plans in accordance with the MSF relevant policies and guidelines. Ensuring proper implementation of resources in the office, together with OCA and OCG Head of Offices, OCG Cell identifying both short term and long term needs and ensuring adequate follow up
• Establishing and monitoring control over resources processes in the office, in close cooperation with the Head of Offices. Assuring that the budget holders are cost aware and informing the Head of Offices on resource needs, implementation, and constraints
• Ensuring the overall planning of resources, reviewing, and updating of the Annual Plan and budget (financial and human resources), annual reporting cycle, monthly reports and sitreps in consultation and collaboration with the budget holders
• Ensuring correct and timely preparation of proposals (resources part), budgets, budget amendments, financial reports, fin/HR annexes in consultation and collaboration with the budget holders
• Ensuring compliance to MSF standards and guidelines as well as to the legal context of Jordan
• Representing MSF with national and regional authorities regarding HR and Financial issues in collaboration with the Protocol Office, following up the Host Country Agreement implementation in Jordan with preparing all the required documents and attending the intersectional meetings with the Protocol Officer
• Recruiting, Supervising, managing, coaching, developing and guiding its team in managing their respective tasks (Set directions, define objectives, Evaluating the work), creating a positive and motivated work attitude amongst the team
• Ensuring contact with external partners to stay informed on policies and procedures related to movements, entry/work regulations (immigration, UN, airline companies), maintaining regular contact with ministries, national administrations, other MSF sections and other NGOs to improve/keep up to date with administrative practices
• Oversee the organization and preparation of trainings, workshops, meetings etc organized in Amman
Candidate Profile:
Education
• University Degree in Business Administration, Financial Management, Human Resources, Economics or a relevant field
Experience
• International Experience in senior HR/Fin Managerial position, including a minimum of two years’ experience in a similar position in MSF
Languages
• Very good command of English, French and Arabic are assets.
Knowledge
• Advanced knowledge of Microsoft Office, Knowledge of Unifield and Homere system

We Offer:
A challenging position within a stimulating, professional working environment in a major international organisation. An employment contract in Jordan, from October 2022, based on 40 hours per week. Beside an attractive salary, other benefits including relocation package for non-Jordanian, residents are foreseen where applicable, and specific work conditions will be applied according to the MSF Jordan policy.
